In survival, I placed a brewing stand on top of a chest and was still able to open the chest. I expected I could not open the chest, same as if I'd placed a solid block on top of the chest.

This works as intended. I tested this in PC it gives me the same result. I can open a chest when a brewing stand is on top of it. and yes I was in survival.
