If you pick block an anchor, of any level, you get that level of the anchor instead of an empty one. This is if you already don't have a respawn anchor in your inventory.

The report you have submitted is working as intended: Charged Respawn Anchor is charged in the Inventory and after placing after using Pick block or mining it with Silk Touch.
