Grass Paths still don't Replace Gravel in Villages

Title explains.

What I expected to happen:
Grass paths are now in villages.

What happened:
Gravel are still in villages.

Steps to reproduce:

1. Create a flat world with seed "tnt cannon".

2. Let the chunks render.

3. Go to a village.

4. Gravels are not yet being replaced by Grass Paths.
