[MC-82136] Redstone Torches not becoming Randomupdates

Since 1.8 Redstone torches do not get random Redstone updates more.
they never turn on again

Pistons are non Sticky and i wait 5 minutes

/gamerule RandomTickdpeed is 30 but same happen with 3.

No Mod are Installed

Is this still an issue in the current Minecraft Snapshot 15w49b or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
