Arrows shot under water don't work as they used to.

So I remember the previous versions of minecraft gives you the ability to shoot arrows while underwater. In 1.8.1, however, when I shoot an arrow under water, it sinks to the bottom instead of shooting forward with a trail of bubbles as it did in the previous versions.

Works As Intended

This behavior was implemented in 1.8.1. According to Minecraft Wiki, arrows "will lose all velocity after a few blocks and slowly fall".

Works as Intended. Like Physics, velocity movement in water has a so called drag, which what stops the arrow from travelling fast due to drag. I guess it is also implemented in Minecraft. Physics = Yay!
