Command in left block: /setblock ~ ~ ~1 air
Command in right block: /setblock ~ ~ ~-1 redstone_block
If left command block located on z: -98, you can place wire near the redstone block as usual.
But if left command block located on z: -99, placing wire near the block of redstone make it disappear. Really strange.

that is because it is being set to air, and redstoneblocks every tick. instead of filling air, fill something that redstone can be blaced on. WAI
