Works As Intended

When LightningBolts are getting summoned, they can go through everything. Actually they shouldn't be hitting any Entities underground.

Please do not mark unreleased versions (anything starting with "Future Version") as affected. You don't know if it will be a problem in the future.

The lightning bolts will strike where it has been summoned, WAI.
