[MC-5902] Empty extra row in creative inventory

When the number of items in a tab of the creative invetory is a multiple of 9, an empty extra row is created at the bottom.

Now there's no empty row in building blocks, but there still is in decorations & search items. (13w42b)

No, it is not a matter of when blocks are added to temporarily fix the problem. It is an issue with Minecraft automatically adding an extra row. This won't truly be fixed until an extra row is not created when the number of items is a multiple of nine.

The material and the combat tabs are multiple of 9, yet no extra rows.
