I noticed it when flying over an ocean biome in Single Player Creative mode. I hit / to read the bug reports and when I went back to thee game, all the chunks loaded as I was reading, When I turned around, everything to the left and right of me and behind me did not render until I looked in that direction.

No. Occlusion will draw the way you are looking FIRST, but eventually, the areas behind you fill in.
This only seems to happen over the ocean biome. It seems like adding a few mobs and a fortress have played hell with the ocean. There are several bugs that are only happening over the ocean.
Isn't that normal Occlusion Culling the game has had for a long time?
