Everytime you summon any type of Minecart it will automaticly drive a little bit to south-east direction.

Works as intended becuase you are touching the Minecart.

Blah's right. Try summoning it with 

/summon Minecart ~0 ~0 ~2
/summon Minecart ~0 ~0 ~2

If you've never seen coordinates with tildes (~) before that just means "relative to my current position".
