Endermen don't teleport when battling other mobs up close

Endermen will not teleport when fighting mobs other than a player. They will teleport, however, if they are attacked by a Wither from a distance, but only to reach the Wither.

Steps to Reproduce:
1. Make a new Creative world.
2. Create an Iron Golem.
3. Spawn an Enderman near the Golem (make sure it's night).
4. Notice how the Enderman will never use its teleportation ability against the Golem.
