The official Java site says that I'm using Java 7 Version 9 while the snooper says that I'm using 1.6.0_27

Look at your system settings / programs. You'll find there Java 1.6 64 bit (used by Minecraft and other non-browser Java programs)and Java 1.7 32bit (used by 32bit browser). You should better uninstall both versions, get both Java 1.7 U 9 32bit and 64 bit, install first 32bit then 64bit. Or install a 64bit browser and only Java 64 bit.
The java version detection online is based on your browser (32 or 64 bit). Chances are one of these is updated while the other isnt.
