Firefly Bush cannot be placed on sand and red sand

Firefly Bushes generate naturally near River Biome, but that biome can be also found around Desert or Badlands Biomes.
The issue is that bushes don't generate on sand blocks, nor they can be placed.
Solution:
1. Firefly Bush could generate naturally on sand blocks near River Biome/water source
2. Players could place on Firefly Bushes on their own on sand blocks
