Usually, at night. Players should be allowed to sleep at night, given there are no monsters nearby. But this version seems to have a bug in sleeping.
steps to reproduce.
1. Wait for the night to appear
2. Place a bed and sleep or sleep on an already existing bed.
Expectation: The player should be sleeping.
My result: The player can’t sleep, it just gets back up.
This specifically is happening to me in the 1.21.11 version. Please check this thoroughly.

Did you check if doDaylightCycle was set to true? If not, you can sleep but it doesn’t skip the night.
