Error in chat with the /give command that gives double the items

The /give command in chat gives twice as many items as inside the command block with (custom_data)

Steps to Reproduce:

1. Type the command “/give L3an minecraft:iron_sword[custom_data={color:4b}] 1” in the chat, and instead of giving you a two-handed sword, it will give you a one-handed sword.

2. Try the same thing in a block command and you get one sword instead of two.

3. And that's it.

Observed Results:

It is an error that duplicates items with a tag in the chat.

Expected Results:
