Atlas padding reduces tiling efficiency and increases atlas sizes

This results in much bigger atlases and more memory usage.

Chest and shulker boxes are most severely affected by this.

Can confirm for release 1.21.11.
This issue is far more noticeable in the attached atlas: minecraft_textures_atlas_blocks.png_0.png

There are stretched pixels in between every block in the atlas in version 1.21.11, which were not present in 1.21.10.

Note the similarity in file size between both versions DESPITE the fact that non-block items were removed from this atlas file in 1.21.11. This change should have greatly reduced the size of this file, but the atlas padding has increased it back up to 642KB.

This:
A) wastes memory during runtime,
B) makes the file less human-readable, and
C) further complicates use of this file for external tools/mods, which will now have to account for the padding.
