Skeletons and Wither Skeletons will always pick up items/armor (CanPickUpLoot always true). In previous versions it was randomized.

Yeah, they do, when in the past they didn't. Just drop a bunch of loot on the ground, armor or weapons and they always pick it up, on Normal and Hard, so this is a bug I believe.
