According to the 25w07a changelog:
Item entity
When on ground, model size is now taken into account when determining hovering motion
That means that models should never clip into the block below, no matter what size they are
However, when the item entity on the ground renders as an item stack, itβs still possible for the model rendered as a cluster of items to clip into the block below. This is barely noticeable on item stacks composed of some items such as dried kelp or sniffer eggs, but can clearly more visible on item stacks composed of blocks or skulls.
How to reproduce:
Get a stack of items composed of blocks.
Throw the entire stack to the ground.
Notice whether or not the item cluster model clips into the ground.
Expected result:
The item stack would hover on the ground without clipping into the block below.
Observed result:
The item cluster can clip into the ground.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
