Elements within the test block and test instance block menus are not selected in order when using the TAB key

The Bug:

Elements within the test block and test instance block menus are not selected in order when using the TAB key.

Steps to Reproduce:

1. Place down a test block or a test instance block.

2. Hit the TAB key several times and observe how elements are selected.

Observed Behavior:

Elements are not selected in order.

Expected Behavior:

Elements would be selected in order.
