If a mob standing on a flower pot is killed by the Wither, a Wither Rose is dropped rather than being placed

Based on what slicedlime said in https://youtu.be/Hv5ci1km5W0?t=1521, Wither Roses should be planted when a mob is killed by the Wither, if possible. However, this behavior does not extend to planting Wither Roses inside flower pots. I believe this issue is related to MC-270115, MC-168267, and MC-173180. I am unsure if this would be considered a feature request. If it is, I apologize in advance. Since the bug reports I mentioned are considered valid, I believe this is not a feature request.

How to reproduce:

  1. Create a superflat world using the following settings:

    minecraft:bedrock,2*minecraft:dirt,minecraft:grass_block,minecraft:flower_pot;minecraft:plains
    minecraft:bedrock,2*minecraft:dirt,minecraft:grass_block,minecraft:flower_pot;minecraft:plains
  2. Build the wither

  3. Summon some mobs

  4. This can be challenging to reproduce, as the flower pot is likely to be destroyed. It is easier to replicate by following these steps:

  5. Summon a Wither without AI:

    /summon minecraft:wither ~ ~ ~ {NoAI:1b}
    /summon minecraft:wither ~ ~ ~ {NoAI:1b}
  6. Summon a mob on top of a flower pot.

    /summon villager ~ ~ ~ {NoAI:1b,CustomName:'"sacrificed"'}
    /summon villager ~ ~ ~ {NoAI:1b,CustomName:'"sacrificed"'}
  7. /damage @e[name=sacrificed,limit=1] 99999 minecraft:wither_skull by @e[type=minecraft:wither,limit=1]
    /damage @e[name=sacrificed,limit=1] 99999 minecraft:wither_skull by @e[type=minecraft:wither,limit=1]

Expected result:

A Wither Rose would be planted inside the flower pot.

Observed result:

The Wither Rose is dropped instead of being planted inside the flower pot. If you remove the flower pot, the Wither Rose will be planted as intended.

Please clarify why you are calling this a feature request. There is no official statement from Mojang suggesting this is a feature request. As I explained in the description, other issues with flowers in flower pots not behaving like when placed normally are considered valid.

My reasoning for resolving the report is that Slicedlime's remark in the video does not imply that the flower should be inserted into a pot when a mob dies, just that it should be 'planted'.
The quote is too vague to draw intentions from to backup the report.
I do not see this as a bug (more specifically the game behaving incorrectly or unexpectedly), and because I do not see the quote providing a reason for why this behavior may be a bug, it is therefore requesting functionality be added rather than describing something that needs to be fixed.

While I want to provide you my reasoning, the bug tracker is not really the place to discuss or debate resolutions. If you would like to discuss it more in depth, the public Mojira Discord is better suited.

I referenced slicedlime's video as a source because the official changelog doesn't specify that wither roses are planted when a mob is killed by a wither. This is a well-known mechanic: a wither will plant a wither rose if it kills a mob, when possible. However, some people, particularly those unfamiliar with the technical details, might assume that wither roses should also be planted in flower pots in this case, since they are automatically planted in other locations when possible. Since there is no official confirmation that wither roses are meant to be created when a mob is killed by a wither in the first place, we cannot be sure if this mechanic should apply to flower pots as well. For this reason, I decided to report it to determine if it's a feature request. While I understand that these discussions are typically better suited for a Discord server, I don't have a Discord account and don't wish to create one just for this discussion. Therefore, I posted this comment here. This will be my final comment on the issue.
