[MC-272847] Non-player passengers doesn't get cooldown after teleported

Non-player passengers doesn't get cooldown after teleported, when kill the mount the passenger will instantly teleporting.

Minecarts (just like all entities) have a portal cooldown of 15 seconds after using a nether portal, which also resets to 15 seconds every time they touch the portal again while still being on cooldown. If you wait out the 15 seconds while the minecart is not inside the portal, it will go through the portal once again. This is most likely intended, but we cannot know for sure yet.
