Hanging signs cannot be placed on non-full blocks, despite the ability that they can float.
Steps to reproduce:
Place a stair on the ground with the stepping part facing you.
Then take a hanging sign and try to place it on the left or right side of the front.

The report is NOT suggesting that signs should not float, as in MC-256501. The bug I want to report is actually the opposite: hanging signs can float, but you canβt place them against non-full blocks.
I must admit that it is difficult to show in the video or explain it, but maybe it becomes clearer with these steps to reproduce:
Β Β 1. Place a stair on the ground with the stepping part facing you.
Β Β 2. Then take a hanging sign and try to place it on the left or right side of the front.
In that case, that's a feature / change request, not a bug. Per the changelog linked in MC-256501:
Unlike normal Signs, they cannot be placed directly on the ground without support from the side or above
https://www.minecraft.net/en-us/article/minecraft-snapshot-22w42a
Stairs don't provide support from the side. You can hang signs from their backside, where there's a full solid face, but not from their side.
Thank you for your report!
