Lead can and should be used on a boat since bedrock edition allows for leads to be used on boats.
How to reproduce
Start off by obtaining a lead and crafting a boat.
Try using the lead on the boat, nothing will happen and you will ride the boat instead.
Observations: Lead cannot be used on boat in java edition
Expectations: It can and should be used on a boat since bedrock allows that.
