Version 1.11 introduced a feature where teleportation particles were emitted not only upon an ender pearl landing and teleporting the player but also upon the initial throw. This resulted in particles appearing at both the starting and ending locations if the player didn't move during the pearl's flight. However, as of version 1.13, this feature is no longer functional, and particles are emitted only at the destination upon teleportation. Possibly related to MC-94481.
Steps to reproduce
Change to the perspective of third person
Toss an ender pearl
Observation: Particles are generated only when the ender pearl lands. Please be aware that MC-269165 is a problem.
Expectation: Just like in versions 1.11 to 1.12.2, particles should also emit at your position upon throwing the ender pearl.

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

Can confirm, though one note is that this the chorus fruit teleportation does not produce particles at the previous location either.
