In 24w10a, when fishing rod hooks on a mob, then right click, the mob doesn't get pulled, this is not the case in 1.20.4.
Steps to reproduce:
1) Summon a mob
2) Use fishing rod to hook the mob
3) Right click the fishing rod -> The mob isn't pulled

I cannot reproduce. I can pull mobs with a fishing rod. Could you attach a video of this happening to you?
