Ender pearls can teleport players in spectator mode

The Bug:

Ender pearls can teleport players in spectator mode.

Steps to Reproduce:

1. Switch to creative mode and obtain an ender pearl.

2. Throw the ender pearl in the sky and switch the spectator mode before it hits the ground.

Observed Behavior:

Players are teleported to the ender pearl's location when it lands despite the player who threw it being in spectator mode.

Expected Behavior:

Players would not be teleported to the ender pearl's location when it lands if the player who threw it is in spectator mode.
