The ender dragon's launch effect is not affected by netherite armor

The ender dragon's unique launch effect is not mitigated by netherite armor.

Steps to reproduce:

1. If necessary, use the /spawnpoint command.

2. Enable the keepInventory gamerule:

   /gamerule keepInventory true

   /gamerule keepInventory true

3. Run the following command to summon the ender dragon:

   /summon ender_dragon ~ ~ ~

   /summon ender_dragon ~ ~ ~

4. Run the following command to keep the ender dragon in place:

   /setblock ~ ~ ~ minecraft:repeating_command_block[conditional=false,facing=up]{Command:"tp @e[type=minecraft:ender_dragon] ~ ~ ~",auto:1b}

   /setblock ~ ~ ~ minecraft:repeating_command_block[conditional=false,facing=up]{Command:"tp @e[type=minecraft:ender_dragon] ~ ~ ~",auto:1b}

5. In the center of the ender dragon, go into survival mode, then move into its face. Notice how far you'll get launched.

6. Go into creative mode and equip netherite armor.

7. Repeat step 5, noticing that netherite armor does almost nothing to mitigate the ender dragon's launch effect.
