Subtitles and tooltips background doesn't fade when text background is set to Everywhere

I have the Text Background option set to Everywhere, and every time i hold an item or subtitles playing, the background doesn't fade out.

The chat's background fades, but not the other cases

How to replicate this bug:
Go to Options, then Accessibility Settings, and then toggle Text Background to Everywhere
and notice how the background doesn't fade in other cases than the chat.
