The top and bottom texture of (any) wooden button changes depending on its orientation.
How to reproduce:
place any wooden button on each side (north east, south, west)
look at the top or bottom of each button you placed
it should look like in the images below (i used barriers so it's more clear)

This behavior matches numerous other block types (like stairs, slabs (top vs bottom), fences, walls, etc.), and is just mapping the texture uv to the model's position, something clearly defined.
This is a change request, not a bug.
