The bug

Applying honeycomb on a sign does not grant player the "Wax On" advancement, though it is the same action and uses the same sound as applying honeycomb to copper blocks.

Feature request, not a bug. The advancement description specifically says "copper block".

I think this could be considered a valid issue. Leaving this open for Mojang to decide.
