[MC-258159] Pick block doesn't work on Ender Dragon

Summary:
When using pick block on an Ender Dragon, the player isn't given a spawn egg. All other mobs have pick block (including for example, a Wither).

Steps to reproduce:

Spawn an Ender Dragon in Creative mode.
Press the pick block button while looking at Ender Dragon.

Observed results:
Nothing happens.

Expected results:
A spawn egg should be given.

This is mostly fixed in 1.19.3 RC-1; an active Ender Dragon can be pick blocked for its egg. But one with no AI still cannot, which is inconsistent with other mobs that have no AI and can still be pick blocked

Galgul2010, please refer to MC-278591 for this issue. It has been marked as fixed in a future update. I recommend that a moderator marks my bug report as a clone to help others find it more easily.
