Announced advancement's brackets in chat have no hover event

The brackets around the title of an obtained advancement (which are also colored along with the tile) do not have the hover event.

Steps to reproduce:

• Install the attached data pack.

• Ensure announceAdvancements is set to true. /gamerule announceAdvancements true

• If you already have the advancement from another bug report test. /advancement revoke @s only test_pack:test

• Try to display the advancement description by hovering over the announcement.

Expected behavior:

The brackets would also include the hover event, as it includes the color formatting too.

Current behavior:
The advancement description cannot be seen.

Notes:
Even if MC-256823 got fixed so 0-character long titles aren't allowed, the brackets should still have the hover event.
