The Bug
I was messing around with the skeleton horse trap and I found out even if I kill the initial skeleton horse, it will still generate even if I get close to it while still in its death state.
Reproduce
Do /summon skeleton_horse ~10 ~10 ~10 {SkeletonTrap:1}
Get a Bow and Arrow
Shoot the summoned Skeleton Horse
When it dies move towards it
Observed Result
The Skeleton trap still spawned
Expected Result
The Skeleton trap wouldn't spawn

Kill a skeleton horse trap from out of range from activation distance, then when in its death state, move into its activation range to where it will activate.
Can confirm in 1.19.1. An alternative method of reproducing this would be to simply summon a skeleton horse with 0 health that has the "SkeletonTrap" tag set to "1b".
/summon minecraft:skeleton_horse ~3 ~ ~ {Health:0f,SkeletonTrap:1b}/summon minecraft:skeleton_horse ~3 ~ ~ {Health:0f,SkeletonTrap:1b}
I can't cannot reproduce this issue, could you make step to reproduce, please?
