Frogspawn can be placed on waterlogged blocks with solid top surfaces

The bug

Frogspawn can be placed on water - this includes waterlogged blocks. However, some waterlogged blocks have a solid top surface, such as top slabs and stairs. Based on the assumption that frogspawn should only be able to be placed on the surface of water, this is incorrect behaviour.
