[MC-244787] Naturally floating islands generating on a normal world with no changes

This is a weird bug that is generating floating islands with stone at the level of grass

I believe this is a duplicate of MC-30607, which was later resolved as "Works As Intended".

this is 1.18 not 1.7

It's intentional, so it's okay that it happened in 1.18
