[MC-244786] Render Distance also going downwards

Well, I have a good server render distance of about 10 chunks and for some reason, When I teleport 100 blocks up or down from any block or mass, I cannot see it anymore.

This is the fog. It's always been there, just not been visible too much vertically because the world usually wasn't tall enough.
