[MC-244784] In creative while being lighted on fire with flame arrows does not catch the player on fire with the flame arrows on top of them

This is a java bug where if you stand in fire it lights you while flame arrows hitting you every tick does NOT matter. Also, this bug with the arrows on top of me goes to bugs.mojang.com/browse/MC-244783 which is another bug related to this.
