A function tag collapses the same values

The bug

If a function tag has the same values, it will ignore all except the first of the values. This behavior is unintuitive because values of a function tag is a sequence rather than a set.

How to reproduce

1. Install the datapack in Attachments.

2. Run

   /function #mc-231408:test

   /function #mc-231408:test

   → ❌ A function is executed only once.
