Pumpkins and Melons still use axes as their preferred tool

In 1.16, hoes were given more purpose such as being able to mine organic blocks quicker. These included hay bales, sponges, shroomlights, nether wart blocks, and many more, however pumpkins and melons were not affected and thus they still prefer axes over hoes, which doesn't make much sense.
