[MC-227918] cave vines plant & growth

not sure if this its a bug or not based on minecraft wiki they should be 2-26 blocks long and i got my end up to 48 blocks long am in 1.17-rc2

I do mistake too often report bugs where its incomplete or not valid. Was so sure every time was wrong even did try diffrent steps to fix or update it.
