Baby goats never spawn naturally

Unlike other animals baby goats never spawn.

Don't set the "Category" field on your tickets. It is only for the helpers/mods and Mojang to set.

I am unable to reproduce this issue in 21w19a. I was able to find a naturally spawned baby goat whilst exploring the mountains biome.

Also unable to reproduce in 21w20a.
