Goats don't pathfind off of ledges from which they take no fall damage

With their reduced fall damage levels, goats should be falling off of higher ledges to pathfind to wheat etc. However, they don't do this and instead only pathfind off of ledges that normal mobs would not take fall damage from.

Steps to Reproduce:
1. Build a ledge 6 blocks off the ground
2. Spawn a goat on top and tempt it off of the ledge with wheat
3. The goat does not follow the wheat because it thinks it will take damage ❌
4. Push the goat off the ledge and notice how it takes no damage
