The enchantment Table is not registering Items in it and does not enchant anything

Enchantment table should show possible enchantments to the right of placed item within it. It does not even register that an item has been placed in it and no possible enchantments show up

Steps to Reproduce:
1. Place item in Enchantment Table
2. Try placing Lapis
3. Nothing at all happens
