beds top can't replace grass

to reproduce:

1. place tall grass at leeast 2 blocks away from you on the ground.

2. try to place a bed on the block before the tall grass, so that the top end of the bed would replace the grass.

3. ❌  you can't.

I would expect the top to replace the grass, like other blocks can do upon placing them in grass
