When a baby zombie villager is spawned by right clicking with the spawn egg on an adult zombie villager, the baby will always wear plains coat, despite the biome.

It's just a frozen lake in snowy taiga biome. Also, there is an adult zombie villager with snowy skin visible on the screen. I used him to spawn the baby one.
Confirmed. Here is the current behavior as far as I can tell:

(Biome outfit meaning as if they were born in the biome the spawn egg was used in, e.g. using a villager spawn egg in a swamp gives you swamp villagers)

Is this the case regardless of biome? It seems like you're in a frozen river biome right now, where the correct skin would indeed be the plains variant.
