Water shader doesn't function below y = 0

The bug

The water shader doesn't display when in water under y = 0

In the normal scenario, above y = 0 this is seen:

[media]

Below y = 0, water looks different / no shader:

[media]

 

Edit: This issue is wrong, it's not the shader that fails, it's the background of the world that turns from light to dark.
