Minecarts get launched much higher than other entities in bubble columns

Most entities only launch one or two blocks above the surface of the water. Minecarts get launched about nine blocks in the air. While I like this as a feature, it makes for some fun minecart contraptions, it seems unintentional and might need toned down slightly.
