The entity is destroyed.
Boats whether on land or water are not destroyed by falling dripstone.
When Minecarts, Boats, and Armor Stands fall on Stalagmites, they are not destroyed because they are immune to fall damage.
The command block minecart is probably not intented because command block is unbreakable without a creative tool or /setblock or /fill or even the system we make to break bedrock.
