Lightning rod can spawn skeleton horses with skeletons

This is an intentional feature and not a bug. During a thunderstorm, there is a chance upon a lightning strike that skeletons riding skeleton horses will spawn. Whether the lightning hits a lightning rod or not, this incident can still occur.

Can confirm.
