Piglins don't spawn with pumpkins during Halloween

Only undead mobs can spawn with pumpkins. Piglins aren't undead

I can confirm this, but it is probably intended, since they are not undead as mentioned by @unknown.

I think that this report needs to be submitted to the mojang, since piglins, like undead mobs and piglins, spawn in armor. This might make some sense.
